The board needed a system capable of managing a complex "sandwich" of learning experiences – internal digital modules, external third-party training, and the critical, hands-on physical on-field evaluations. Verifying external certifications was a major bottleneck, often bogged down by paperwork and administrative delays. Even more challenging was the subjective nature of on-field performance reviews. Without a standardized, objective lens, it was nearly impossible to track and ensure consistent quality across a large pool of umpires, hindering large-scale accreditation and fair progression.
Ultimately, the core problem lay in enforcing a "gated" learning experience where progression from Level 1 (National Standards) to Level 2 (International Standards) was strictly controlled by specific prerequisites and measurable competency benchmarks. The solution was built around a two-tiered, hybrid accreditation path. For Level 1 (National Standard), we designed a gated pathway featuring high-definition video modules and essential technical PDF resources. Crucially, we implemented an Automated Certification Verification bridge. This innovative feature allowed users to complete external training, upload their credentials to the platform, and have the system instantly validate their achievements before unlocking the final national-level assessment. This eliminated manual bottlenecks, ensuring efficiency and accuracy.
Progression to Level 2 (International Standard) was reserved for the highest-performing Level 1 umpires, focusing on advanced technical mastery. To tackle the challenge of objective on-field evaluation, Aktrea developed a groundbreaking asynchronous video competency review portal. Candidates recorded their live umpiring decisions during actual matches and uploaded the footage directly to the platform. A dedicated dashboard was built for "Authorized Heads" – expert evaluators – to review these videos, applying a structured rubric to mark candidates as "Competent" or "Non-Competent." This dynamic feedback then triggered the release of the final international accreditation exam, ensuring rigorous, consistent assessment.
